Until about 1995 the United States was the engine of most efforts to manage the climate problem; it was the source of most new ideas and most of the practical work that led to global institutions. Since the middle 1990s that role has passed to the EU, and in the last few years the United States hasn't been able to do much that is seen as credible in the rest of the world. Why has so little progress been made on the climate issue and what does this mean for the United States?

David Victor is a professor at the School of International Relations and Pacific Studies at UC San Diego. He leads the Laboratory on International Law and Regulation, which studies why some international laws are highly effective and others founder.
